When uploading a video, click on "Show more" options, scroll down, and select "Short remixing" option, set it to audio only. Imo it sucks that you cannot disable them entirely.
The following picture shows the age restriction setting of a YouTube video and advance options. This screen shot features licence and short remixing option. All are set to default. This screen shot features licence and short remixing option. Shorts remixing has been changed to only allow audio remixing.

I'd recommend tweaking filters and checking out the advance filters so that you don't have to see most of it.
