The ACA was a first step. It was admitted that it wasn’t perfect, but it was a first step. And from day one, the Republicans have dedicated themselves not to improving it, but to getting rid of it because it wasn’t perfect. 15 years later, the only plan the Republicans have is to get rid of it.
