its a civil violation, $1000 fine max (per violation? need a lawyers take here) and loss of federal employment. It is at least a pardon-proof punishment even if it doesn't seem like it's enough.

Even if trump pardons him he can still lose his job for Hatch Act violations. With a little luck maybe his pension too.
