I hope that this was helpful for understanding how the item chance gadgets seem to work, for others who are interested. I am confident that them being odds multipliers better explains the results that I was getting from my tests and from seeing others' gameplay with Short Fuse.

10 * 4 / (100 + 15 * 3) ≈ 0.276
5 * 4 / (100 + 15 * 3) ≈ 0.138

As an extra example, in 1st place with the same conditions, you normally have a 20% chance of getting a Shield from Special Item Boxes. With Defense Item Chance UP, this is raised to exactly 50%!

20 * 4 / (100 + 20 * 3) = 0.5

As an example, in 1st place without gadgets or any other items, you have a 10% chance of getting a Tornado and a 5% chance of getting Shield. If you have Defense Item Chance UP, then the x4 multiplier is applied to both odds, resulting in a ~27.6% chance of Tornado and a ~13.8% chance of Shield.

Those numbers don't seem to be percentages. They're instead direct multipliers to the odds (a.k.a. the weight) of items that matches the category. The Item Chance UP gadgets multiply by 4; Wisp Chance Up multiplies by 1.5; Short Fuse, Giant Rocket Punch, and Giant Spiked Iron Ball multiply by 10.

It is or was believed that the item chance gadgets increased the probability of rolling certain categories of items by a small percentage such as 10%, 4%, or 1.5%. After testing one of the gadgets thoroughly, I think that this is not true and makes the gadgets seem weaker than they actually are.

There is no shortage of complaints about Sonic characters supposedly being misportrayed or whatever story controversies that people attempt to stir up for recent games in the series. There is no shortage of one-sided complaints about game design decisions also present in Nintendo games, either.

Consider also matters of writing and storytelling. Despite the Legend of Zelda writers, for example, not being forthright with how events happen and a preference for keeping Hyrule technologically and narratively stagnant, people seem to have problems with other fans caring about the games' stories.

Do people not recall that Mario Kart World is 80 USD normally, or that Mario games in general evaded having full voice acting even for cutscenes after Sunshine? It somewhat seems that for Mario games, if not most Nintendo games, people have inherently lower standards for what is acceptable.
