If they called tarifs 'import taxes' would that make it clear as to who pays them? They're paid by the people who buy things that have been imported into the country.

Wonderful afternoon at the Calouste Gulbenkian Museum in Lisbon. The textiles were superb but I was really drawn to the ceramics, and loved this image of a cat from Ancient Egypt.
