from what I can tell the inconsistency between the WiFi and Bluetooth tiles is just an early beta thing, the WiFi tile will get the same look as Bluetooth, a button to quickly disable WiFi on the left and tapping anywhere else on it will open WiFi settings as normal

should be noted that valve has given developers the option to block downloading old manifests on a per appid basis, retroactively applying it to every single game is ridiculous, if you as a publisher do this whatever but don't do it on everything

Valve has for seemingly no reason blocked the ability to download manifests for games that aren't accessible via the beta tab in your game's properties. Not only is this change completely unnecessary but it hinders preservation efforts.
