If he said it, he is disqualified. If he didn't say it, but mean it, he is disqualified, if he has such a bad memory that makes him disqualified just by the fact he has dementia.

That's insane. If we study in Denmark we get paid for up to 6 year, get free education and if you still need to get a loan in order to get through it will be at a very low interest rate, so it won't ruin you when done .
