I said as much to friends back in 2021. Faced with budgetary issues due to an ageing population, Covid is a blessing to most governments as it kills off the problem.
There is no other explanation for the inept response in 2020.

Esp. since the whole point of masks, distancing, etc. pre-vaccine was to limit the impact on public health agencies and practitioners. Memories are awfully short.
