I know it's canon that Close in the Distance is meant to be Ardbert's...but I don't see it :')
I still hc that it's G'raha's voice, echoing the Scions' wishes. To me some of the lines sound like something he'd write!
(or it's just my mind defaulting everything to G'raha)

Even his neck looks like it was partially shattered at some point.
That is true...it's so sad to think about it. I've also discussed about and seen fanarts of, how in 5.3, when he asks us to go on ahead, he could've taken the time to break his ankles with his staff so he could catch up later......

I think they look like they're completely different models built for the trailers, too. Not only for being high poly, but they also look pretty different. Even between trailers!

It seems like in 5.3 it's inconsistent in how it works, because when it shows his legs, the sandals are completely unaffected
the one question is, for the straps to still be there in the trailer, it must be before he shatters his arm...

By that I mean is that it was probably made before all of the little details about the Exarch were defined, because his arm looks different from what it looks like in the game! And in the game version, we can actually see broken pieces.

Judging by the text, I feel it could also be a localization choice in EN to have Raha now still be more similar to the Exarch. Because the way he speaks seems to stay more formal. In JP, he now speaks very casually. For example, I always think back on this one, the ending reaction:
