If the federal government won't act to protect the people, the state has to be ready to do so. If the state won't act, the local government has to be ready. If the local government won't act, then it's up to the people to defend themselves.

There is no reason to assume good intent from the federal government. With that in mind, making a demand is reasonable as a first step, but officials have to be ready to act when that demand is ignored.

A demand means nothing if you're not ready to act.
