Rather than turning the funding back on, the Trump administration is appealing the federal district judge's order.
That should be political messaging: rather than complying with the court order to restore Congressionally-appropriating funding, they are still trying to withhold needed federal $$

UPDATE: The Trump administration is appealing the spending freeze by a federal judge in Rhode Island, as well as his finding today that the administration is violating that order. storage.courtlistener.com/recap/gov.us...
