Every single member of the House? No. And the House has no control over elections. Every single member of the Senate? Also no. DHS is struggling against a city of 500k. How are they going to prevail across the country? Do police take direct orders from the WH now?

Think about how many people it would require to pull off disappearing thousands of pieces of mail from multiple districts, disconnected districts, across the country.

You can imagine whatever elaborate schemes you want, I can't stop you. He *could* do a lot of things, but every single one of them requires the cooperation of a lot of other people, many of whom aren't very inclined to just go along with what he wants.
