Not really. The quote is silly, like much of what Arendt wrote, trying to sound smart.
Everyone distinguishes true and false, except for the very few who have serious mental illnesses. Some may not want to acknowledge facts, but that does not mean they don't know what "true" and "false" means.

The citation you gave from Arendt wasn't exactly about apathy, she tried to sound smart with a comment about a "lack of distinction between true and false" and that's quite silly because it applies to people with serious mental illnesses.

Slavery was widespread in Africa. Slavery was commonplace in many parts of Africa. When the int'l slave trade (Red Sea, Indian Ocean and Atlantic slave trades) began, many of the pre-existing (!) local African slave systems began supplying captives for slave markets outside Africa.
