The 25mpg you went with is fair. As much as I have enjoyed IC engines my whole life, we should have gone electric, possibly hydrogen, long ago.
But as for your exhaust scenario goes, pretty much yes. Very difficult way to die now due to emission reductions. Electrocution is a close second.
