Obviously the environment here is changing, but the idea of a registry, even for sensitive information, was _until recently_ unremarkable. This works well, when the environment is trustworthy. In theory, proper effort could protect identities while still advancing research. Needs budget and ethics.

For a counterpoint here, in a more trusted environment, we use medical condition registries to make sure that treatments and policies are effective. There are many of them currently in place and they have been used to advance research and measure the effectiveness of programs.
