Any democracy needs to reconcile conflicting views to govern and decide. When looking at the two nations, this just happens at different moments in the life cycle of consensus-building.
Germany's parties need to try harder to collaborate if they decide to from a coalition government!

Germany's political system fosters smaller parties but forces them to seek consensus with partners in a government. That's different from the UK, where more consensus building happens WITHIN the larger parties before an election.
