The 1944 treaty allows for some flexibility: if there’s an “extraordinary drought,” Mexico can carry over the deficit into the next cycle. Northern Mexico has been experiencing a multi-year drought, with rainfall levels far below average. But, as usual, #Trump can't resist to be bossy and arrogant.
