Touhou as a whole is written with broad strokes, rather than with minute details.

Marasy : Once you give an answer to something, it limits it into just that one thing.
Buta : ZUN doesn't like that.
ZUN : That's right, which is why I tend to be evasive when people ask.

Before the game came out, I thought people wouldn't really care about Tenna and simply dismiss him as a budget Spamton. I'm glad everyone seems to like him just fine. I see those two as intentionally similar characters who mutually enhance each other. You know, like Spy vs. Spy.
