I don’t trust this admin at all, so yes it’s possible they are redacting names of VIP rapists, for example. I can’t think of a valid reason to do that, other than to protect them. (An exception could be, if they don’t want someone to flee before an arrest). Not the case here.

Redacting files for the purpose of protecting victims is necessary though.

Law enf. is not allowed to hide evidence for legal proceedings, if you’re referring to redacting documents for public release, that’s different.
Redacting means they block out names or classified information or anything sensitive that could harm a victim, for example. Yes they can be subpoenaed.

He is talking like health enthusiasts are immune to tripping and falling, or cancer, or trees falling on their heads.
