Numbers are wrong, but principle is the same:

You use 50 kJ heating 238 mL of water from 10 C to 60 C, then mix it with 238 mL of 10 C water to get 476 mL of 35 C water.

With a heat pump water heater, the 35C water is cheaper than the 60C water- less electricity for the same amount of energy moved

Unless you're using a heat pump water heater.

I guess 4 or 5 (i.e the occupant load of the house) because this is occupants not evacuated per fire, and the house would not have sprinklers.
