Remember that separating NHSE from DHSC was Andrew Lansley's idea, and hugely unpopular at the time. It has achieved very little, and has predictably failed to keep the NHS at arms length from politics as hoped. And we've all seen the duplication and confusion. Long term, this change will be good.
