There's also a third option: maybe it's cuz of budget constraints. They put a lot of money on one scene or another and the rest stays low efforts.
Overall, this show's budget is not clear, maybe it's high budget but the animators they hired aren't super talented enough to make amazing animations.

Yeah! It's either this or that they have different animators who were given the freedom to mess around with the art and animation style.
