He didn't want to revive the Loptian Empire, but he still formed an Empire with resistance against him from day 1. He's still a villain and in Thracia 776 all the noble/knight characters with any kind of backbone and aren't totally evil defect to Leif's side.

The arrogant parts is shown later where he proudly says to Manfroy that he is proud of it because he's Saint Maira's descendant. Still though people are petrified of the possibility of Lopto's return and I don't think it would save him. He still tells Manfroy and co to stay in hiding.

"He's got Loputousu's blood flowing in his veins. And if that ever got out, they would burn him at the stake for being of Loptian descent. I just wonder if someone as arrogant as Alvis can keep quiet."

Then once he does get the throne he conquers Silesse and Manster, and forces Thracia to sign a humiliating treaty. He still forms an Empire and places evil people in charge of occupation. His first few years were apparently decent, but it doesn't make Dannan or Bloom less tyrannical.

Something to keep in mind is that Arvis's reason is also partially out of self preservation. If word got out that he had Lopto Holy Blood, he would have been executed. Manfroy threatened to reveal it at one point and that's enough to get Arvis to cooperate.
