Agreed. The mentality of those in ICE suggests that the power dynamic is ingrained. No amount of culling can fix this. I say end the agency and start over. Create psychological testing standards, much like law enforcement does.

Totally unheard of in law enforcement UNLESS: 1) ICE is no law enforcement and 2) the goal is to execute people to create fear and control.
