Bombing a sovereign country’s infrastructure except for explicit defense is an act of war and must be approved by Congress. Just ask AI if you have doubts. Even that loophole doesn’t allow this. Otherwise past presidents would do this, that’s why it had to wait for an idiot dictator such as Trump.
