Assad loyalists attacked the new security forces, looking for revenge for the ousting of Assad. Government security forces and affiliated armed groups in return descended on the area.

Rebels—mainly forcibly displaced Syrians by Assad & allies—have entered the city for the first time since its fall in 2016.
