They already know state & local police are loyal to Trump and their unions, not civil authorities. That's why the calls for Pritzker to "just arrest these guys" are going unheeded. He wants to avoid exposing the total impotence of civilians in this scenario by issuing orders that won't be obeyed.

It's not about individuals. The police are actually ruled by their union, and their union has declared solidarity with ICE. There's no one to "replace" defiant commanding officers.

Pritzker won't order ICE arrested for the same reason the SCOTUS Six won't rule against Shitler: Naked defiance of orders and rulings would expose the complete impotence of civil authorities against this regime & its paramilitary forces, which include local & state police.
