Honestly the citadel was overhyped and had a lot of the problems that omega did but with a shinier surface.
Not to mention even if it was usable (keepers were made by reapers.) the collective trauma of the galactic seat of government being massacred would make it an instant no go for most govs.

I think a lot of the anxiety centered around the fandom aside from not having a release since andromeda. Is genuine fear that it will be a repeat of andromeda or worse due to current policies implemented at ea such as mandatory AI use.
