I think the old lore before BfA said that Zandalar was supposed to be sinking further into the sea (or something to that effect, can’t remember entirely) and part of why they worked with the Mogu was to secure new land. Maybe that was supposed to factor into it but they forgot to show it in BfA

Karazhan does, sure, but Waycrest Manor is an example of a newer one doing it just as well. I think that part of the issue recently is that Shadowlands, Dragonflight, and TWW have cities that are inhabited by beings that aren’t what most would consider normal mortals.

Not really an answer to your question, but it seems like users have to opt-in to providing access. It's not great that it's even an option but for those of us who have unfortunately invested in Ring equipment and may not be able to afford another solution rn, it's a least not automatic (for now)

I was actually thinking about this earlier this morning. I hope we can still sail into Howling Fjord because I've always loved the ride into Daggercap Bay. Still trying to guess where the hub will be (and hoping it's not Ulduar).

I feel like whatever ends up being our hub in TLT (please don't be Ulduar) will be under the control of the Kirin Tor. It doesn't fix Dalaran, sure, but Northrend without them would feel wrong.

Tyr is another solid choice as he was brought back during Dragonflight and seems to have a connection to the Light, as well. Being summoned by the Light would probably be something he'd find curious as a Titan Watcher and his battle with the C'Thraxxi ties him to the region as well #Midnight #WoW

Honestly, my gut is telling me that it's going to be Uther. His spirit seems to maintain a connection to the region and he was Turalyon's mentor. I could see him guiding Arator as he seeks to learn more about his father's history and his own connection to the Light. #Midnight #WoW
