I wish this was true but most people couldn't even handle the first three weeks of lockdown and were climbing the walls at being slightly inconvenienced in their "normal" lives. Many people were just incapable of nothing more taxing than sitting with themselves.

These are the two biggest issues in my country. We have some of the best virologists and immunologists in the world and some of the public-facing ones from official bodies have been downplaying the pandemic for years in media interviews.

Just FYI you missed a couple extra factors: utter ignorance (due to lack of accessible education, not willful ignorance) and an official government and private sector policy that doesn't think COVID is important or particularly damaging
