The FBI does not believe Shamsud-Din Jabbar was “solely responsible” for the attack in New Orleans. Weapons and IEDs were found in the vehicle along with others in the French Quarter.

Jabbar was a veteran of the U.S. Army, who investigators believe was honorably discharged, they said.
