Special Conditions are a specific set of effects like Paralyzed, Poisoned, Confused etc. But there are also cards that have abilities like "prevent all effects of your opponent's attacks", meaning only damage goes through. But even then it's only effects from attacks, Trainer cards would still work.

I am taking Mega Raichu as a personal insult. They made Alolan Raichu so cute, why did they suddenly make two mutants with extra body parts??
