Traditional narratives—neutrality as legal duty, moral identity, and normative value—still dominate. While these offer continuity and public reassurance, they lack clarity on what neutrality means in a changing European and global security environment.

What I found: Austrian neutrality has shifted from a core strategic pillar of foreign policy during the Cold War to a more ambiguous and contested concept. Parliament plays a key role in symbolically reaffirming neutrality—but rarely in redefining it to meet today’s security realities.
