Very simple. He borrowed money against the value of the casino, using it as collateral. He kept borrowing until the loan was upside down, at which point he declared bankruptcy and skipped town with his pockets stuffed with cash, leaving the tax payers of New Jersey with a $400 million debt.

Our wonderful Supreme Court ruled that its okay to bribe a politician, as long as they get the cash AFTER they do the favor. And that it's okay for the politician to accept the bribe, as long as the call it a "Gratuity".
