Question: I see headlines, Trump guts Clean Air Act, etc. My understanding is agencies implement specifics based on broad goals set by an Act of Congress but exec branch cannot make changes to an Act. Is he ignoring edicts put forth by Acts or is he claiming a different interpretation of these Acts?
