Charles Godbold was born in 1826 and died in 1883. His son Wiilliam Charles (1851-1894) carried on the business at the same address (I think probably switching his first names, as that is how they are on his gravestone).

It sort of works. The wheel doesn't pick up the paint very well. Perhaps Turner used a lot of gum arabic or something so his paint was stickier. And the shape of the wheel affects the sort of curves you can achieve.
