I don't have a citation, but consider this: many sex/gender challenges are based on more than simply facial appearance - stature, build, etc are all relevant factors. And some individuals have a 'borderline' appearance that's not typical for their gender, leading to misidentification.

This offends me more than I can say. On what rational, human, or logical basis can it be justifiable to require a person who happened to arrive in the country as a refugee to have to wait four times as long to apply for citizenship than someone who arrived otherwise than as a refugee?

Sorry, non-starter. It offers only a kind of party based PR, unlike STV which is proportional on other bases also. And it makes a mockery of the main argument for single seat constituencies by not necessarily electing the "winner". Voters in quota-allocated seats could reasonably feel robbed.
