This change of policy is so gratuitous. Out of everything the Coast Guard needs to focus on,this is what they decided really needed their attention? It definitely smells like it came from the Secretary of Duh-fense (I refuse to call it the Department of War).

I'm all for compensating work well done...within reason...and when you can actually tie results to the work done. I doubt shareholders will realize a trillion dollars of return from a man who spends significant amounts of time yelling into the well because he likes to hear the echo of his own voice.
