Neither Eby nor First Nations can stop the pipeline if Carney decides it's in the "national interest" and is committed to having it built.

FN don't get a veto. Eby has no constitutional jurisdiction.

Carney has the constitutional hammer, if he chooses to use it.

If the province starts building an advanced materials manufacturing sector, and maybe crude-to-chemicals capacity, it could build a domestic market for bitumen that lasts well into the next century.

As one market declines, the other grows.

It's not a bad strategy.
