Seems to me that NSP doesn't want the cause of outages, for which IT is responsible, known. If it's MV accident or 'damage to overhead equipment', the cause is given; otherwise all you see is 'Cause Being Investigated'.
My suspicion is that many outages are the result of deficiencies with the grid.
