Ithink Luxon’s popularity, if you can call it that, has peaked – and if he had a honeymoon, I, like most of the country, must have missed it Now bring in race relations, something Luxon and his advisors engineered by giving Act its wish to push its Treaty Principles Bill. At a personal level, a hīkoī to protest against this might be a distraction – a sideshow – when you’re desperately looking for work or needing more hours to make ends meet; when you can’t get seen in our hospitals; or if you lose your home after you lose your job. But at a societal level, with a prolonged cost-of-living crisis and more job losses to come, then it contributes to a picture of a governing party far from in control of the situation.With all this going on, Luxon pumps out numerous social media videos telling us the economy is on track, things are turning a corner and everything else is set to boom! It’s starting to look deluded, out of touch, insincere and, frankly, almost unbecoming of someone holding the office of Prime Minister.Questions of whether our PM is out of touch with the public sentiment and mood have long been raised, but they’re getting louder and it’s all converging to add to his polling woes.Many are feeling so down about our fortunes and future they are heading to Australia – a vote of no confidence in New Zealand and, by association, Luxon’s government.Luxon has never enjoyed a strong base of personal support in the polls. You could say this inability to set the polls alight is the reason National was forced to enter a three-way coalition..

Oddly, performativeness can sometimes be confusingly indecisive. Willis insists she is not pursuing an austerity strategy, although she also insists she is totally focused on spending cuts and debt reduction, to return the economy to surplus as quickly as possible. That’s the classic definition of austerity. Treasury has advised Willis that her policies are even more austerity-inflected than Ruth Richardson’s were in the early 1990s. But complicating the picture, Willis is also quietly increasing government borrowing by $12b and we will not be back in surplus as soon as promised. Fair to say she’s being as austere as she thinks she can get away with. One function of all the performative noise is distraction: it means we don’t get to talk so much about an agenda that’s being more quietly pursued. This includes the spectre of privatisation, climate denialism, rewards for the financial backers of the coalition parties and something no one in the Government will ever say out loud: time’s up on Māori progress. If these things aren’t true, we need to hear them say how and why. The irony of having all those ministers being performative is that their leader is not very good at it himself. He’s allowed the narrative to take hold that Seymour and Winston Peters are laughing at him. He’s still gabbling at us, all that “look, what I am saying to you is that the Government I lead is relentlessly focused on growth” stuff. Some people call it management-speak, but that’s surely an insult to most managers. There’s a job in TV waiting for the PM, if they ever make a Kiwi version of The Office. Maybe you think it doesn’t matter. But what will happen when we face another pandemic, a major earthquake, or foot and mouth, another Cyclone Gabrielle – there’s a long list of very possible disasters – and the coalition partners start grandstanding and pressing their narrow selfish interests as they do now? Would Luxon know what to do, and be able to do it?

Finlayson: When asked if Māori had a right to be consulted more than other New Zealanders in some situations he said: “as a Treaty partner, yes”. It was especially so in relationship to tāonga and, he said, they had a right to be consulted in a genuine way, not at the 11th hour. “It is a Treaty between Crown and Māori.” It was not a Treaty between people and the difference was “extremely important Karen Feint KC agreed that Māori had different rights to other New Zealanders, including the right to exercise tino rangatiratanga. “Yes, they have different rights and those are rights that are guaranteed in the Treaty of Waitangi but they are not necessarily sourced in the Treaty,” she said. “That is a function of our history. The customary rights they have are derived from tikanga and their occupation of Aotearoa over the better part of a millennium before 1840 and are rights that survived the acquisition of sovereignty by the Crown.” The effect of cases such as the 2003 Ngāti Apa case on the foreshore and seabed confirmed that customary property rights subsisted after 1840. “Those rights were confirmed and guaranteed in article two of the Treaty of Waitangi, and the te reo version confirmed that Māori could continue to exercise their tino rangatiratanga or political autonomy/self-determination.” That meant that they had the right to exercise authority in relation to their communities, their lands, waters, and their taonga.
