Seems more likely white pipe is supposed to connect to something else in bathroom

You can isolate the water supply by turning the slot in valve on right side with screwdriver, to right angle to pipe.
The overflow may be connected to an internal pipe which is above height of water internally. Could have become detached. Although that arrangement would be unconventional.
