They just need to tell him he has a deal, give him a piece of paper to sign then let him know he can now open army bases on the island (which he already can understand an existing agreement). He'll think he's won.

Also vital income for the universities, the local economy and the country. Benefits local students too. Short sighted when the Tories did it for racist purposes, disappointing that Labour don't overturn their decision.
