After 9/11 joint terrorism task forces were created to expand awareness, improve communications, make cities safer. Now we're weak. AG Ashcroft barred inter-agency communications before 9/11 saying "competition" was great and cooperation 'weak'. KEY INTEL was ignored, missed then. Here we are again.
