The source is the secretary of the US AF in a public hearing about a year ago. Here is a recording of that accountability session, set due to all the delays and cost explosions in the F35 program. The number 55 % is accurate at least at that time, just listen for yourself.

Makes me wonder how many minus points the F35 got for its proven lack of availability.
According to US gov sources, only ~55 % of US F35s are fully mission capable. No availability, no value.
And that is before even considering operating in arctic conditions, something US AF rarely needs to do.

Interesting idea. With a total defence starting point instead of a transactional. Then, multi dimensional resilience and resistance from all parts of society as the goal. May require creative holistic solutions for how to develop, coordinate and deliver those capabilities. With more communal trust.
