Basically everything that uses RAM will see substantial price increases or reduced amounts of RAM. Some companies are shipping 4GB in phones and 8GB in laptops already.
It's so bad that Samsung's phone division is struggling to buy RAM from Samsung's DRAM division.

It'll probably run fine on the Deck, seeing as it has the Steam icon next to the Windows/mac icons. As to whether or not you'll be able to use it without attaching a keyboard/mouse (and probably a larger display) is another question.
