I honestly thought this was a little comedy skit expecting some punchline.
As somebody who's had to do some real makeshift improv DIY with whatever is on hand, you never have absolutely *nothing* of what you need, including skill.

We understand even that there is a difference between a fourteen year old being sexual with a fifteen year old vs a fifty year old, where that fifty year old is definitely a pedophile, and the teen attraction is adjacent to the primary deviancy.

The point being that there are clearly adolescents that are still children, where the attraction is power over their vulnerability and not that they're just attractive young adults.

If you really want to define adulthood as "fully developed", you can take a definition of adolescent out to about 24-25, when your prefrontal cortex finishes myelinating and you're at your peak for executive function and judgement -- and many cultures, including ours, do exactly that.
