That 1 in 3 NHS doctors were overseas born in 1971 and that this has remained roughly the case ever since (despite changes in EU membership, migration policy and figures) seems less understood than it should be?

Note also: even in 1971 a British patient was somewhat likely to know a migrant doctor

Eons ago I advised Jack Straw when Foreign Sec on parliamentary stuff and he agreed to publish a white paper well in advance of his 3.30pm oral statement, to allow for proper scrutiny. Shadow FS still complained, and the exercise was not repeated

The argument for disclosing important matters to Parliament first is so that ministers can be properly scrutinised. But for that argument to hold up, MPs need to demonstrate they are really good at scrutiny. Not always the case
