Exactly and the only way they can achieve what they want is by knowing the verified identity of the user of each one, otherwise the law is irrelevant.

The link isn't broken and they are looking at ways to restrict the use of VPNs. It's literally a matter of record in the House of Lords minutes. You may have a geographical restriction.

They're looking to require personal identifying information for those as well. Basically they want to track everything so they can disappear anyone they disagree with.

Not sure if it's the same in Scotland but in the England, there has to be a history of accidents at the site. Typically pedestrians who cross where they're isn't a convenient pedestrian crossing.

Maybe a pedestrian crossing would have been a better solution.
