There is also the 12-player mode. All of which are S2 exclusive features and not just a visuals upgrade. Not saying it's necessarily a good thing but if that is their logic behind whether or not it's paid, it checks out.

Not enough features to consider making it paid I guess. If it's just a graphical update, it is usually free. But if there is more exclusive Switch 2 content added, they put a price tag on it.
